Interestingly, Chapter 5's own text is about clearing Worldstone Keep and never mentions the potion directly, so many players have received it without realizing where it came from.
Random World Drop

There's been plenty of community speculation that Liquid Rainbow might be part of a hidden Staff of Herding recipe, especially since items like Black Mushroom (found in the Den of Evil Waking Nightmare) and Chat Gem (found in cornerstone pop-up dungeons) have also surfaced. However, dataminers have confirmed that no Staff of Herding item exists in the current game files.
